Abstract
This article examines the materials of the Vyatka Diocesan Gazette concerning the conduct of the elections to the State Duma of the Russian Empire. The relevance of the work is determined by drawing upon such a little-studied but rich source on the history of Russian parliamentarism as the diocesan printed organs of the early 20th century. The aim of the study is to determine the assessments of the organization and the results of the elections to the State Duma made by Russian hierarchs, clergy and public figures of the Vyatka diocese. The work consistently examines the status of the State Duma and the goals of its activity, considers the appeals to the clergy and the laity for active participation in the elections, identifies the forms of the organization of educational work on the part of the clergy in the pre-election work, and formulates the necessary business and moral qualities required of candidates for the State Duma. An important element of this study was the determination of the clergy's attitude towards the political parties active in the early 20th century, as formulated in the official printed organ. The article analyzes the canonical aspect of the participation of clergy in the work of parliamentary bodies. In the course of the study, it was revealed that, despite the active appeals of the diocesan press for participation in the elections in the Vyatka province, the clergy displayed extremely low activity in the formation of the 1st–3rd convocations of the State Duma. The clergy did not fully realize the opportunities granted to them by the state in the formation of the Russian parliament. The authors of the publications of the diocesan gazette left a negative assessment of the 1st–2nd convocations of the Duma and were not satisfied with the results of the 3rd–4th convocations either. The work provides a comparative analysis of the assessment of the electoral process for the Duma in the source under study and in the official printed organs of other dioceses. The results of the study conducted are further applicable to the study of the participation of the clergy in the history of Russian parliamentarism and of diocesan journalism. The clergy's assessment of the activity of the State Duma is a promising area for the study of church-state relations in the 20th century.
